A new Emirati Human Resources Development Council in Dubai has been established to increase the employment of UAE citizens in the private sector.

The council was established as a result of Decree No. (27) of 2021 issued by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The new body includes representatives from both the public and private sector, and it will oversee the implementation of policies, plans and initiatives aimed at enhancing the participation of Emiratis within the private sector.

Sultan bin Saeed Al Mansoori will chair the council, while the director general of the Dubai Government Human Resources Department will be its vice chairman.

Its other members include the director general of the Knowledge and Human Development Authority, the director general of the Dubai Chamber of Commerce and Industry, the director general of the Department of Economic Development in Dubai, the secretary general of the Dubai Free Zones Council, the director of the University of Dubai; and the director of Zayed University.

Also, it will include a representative each from Emirates NBD, Emirates Group and Al Futtaim Group as well. The representatives must be nominated by their entities and should have a position not below that of an Executive Director, according to state news agency WAM.

The council aims to create an environment in the private sector conducive to attracting UAE talent and ensuring that educational outcomes for Emiratis are aligned with the requirements of the UAE labour market.

It will propose and review policies and legislations for advancing Emirati employment within the private sector, coordinate with companies to increase the number of UAE nationals working in strategic sectors and develop programmes to support those objectives.

The council will also develop mentoring and career planning programmes, review global best practices to boost Emirati employment, develop research studies, and generate data to help formulate better strategies to advance their employment prospects.
