He has also been a prominent figure in Dubai’s business environment for decades, having helped establish the government’s first tax-free zone at Jebel Ali in 1985, property developer Nakheel and Istithmar investment holding company. Most recently, Bin Sulayem was part of a government delegation to China in December, where he signed off on a $1.9bn investment in two port projects.
