Smoke could be seen billowing over Jumeirah Beach Road after the fire was reported at 5.25pm. According to Gulf News, the fire occurred at The Agora mall development, a three-storey shopping centre with two basement levels. Initial investigations found the fire started in the basement of the construction site.
