Dubai Department of Economy and Tourism has signed a strategic agreement with Deutsche Bank to strengthen international investor engagement and expand investment flows into Dubai, reinforcing the emirate’s positioning as a leading global hub for business, finance, and capital formation.
The collaboration is designed to create structured and direct pathways for global investors, including family offices, ultra-high-net-worth individuals (UHNWs), corporates, family-owned enterprises, and industrial groups, to establish or scale operations in Dubai. It comes as the emirate continues to pursue an aggressive growth and diversification strategy under its long-term economic vision.
Structured pathways for global capital
Under the agreement, Deutsche Bank will tap into its global wealth management, private banking, corporate banking, and investment banking networks to identify clients exploring international expansion, geographic diversification, relocation, or capital reallocation opportunities.

Once identified, clients will be introduced to Dubai’s economic ecosystem, where Dubai Department of Economy and Tourism will facilitate end-to-end support. This includes business setup assistance, coordination with relevant government stakeholders, and guidance on residency and operational frameworks.
The aim is to streamline what is often a complex cross-border transition process, turning investor intent into actionable establishment plans within Dubai’s business environment.
Reinforcing Dubai’s global investment position
The partnership aligns with the ambitions of the Dubai Economic Agenda D33, which seeks to double the size of Dubai’s economy over the coming decade while reinforcing its status as a top global destination to live, work, visit, and invest.
Officials also highlighted that the initiative builds on Dubai’s continued strength in attracting foreign direct investment, including its ranking as the world’s No. 1 destination for Greenfield FDI projects for five consecutive years. The agreement underscores sustained international confidence in Dubai’s economic fundamentals, regulatory agility, and long-term growth strategy.
By connecting Deutsche Bank’s global client base with Dubai’s investment ecosystem, the collaboration is expected to deepen capital inflows and broaden the city’s appeal across multiple investor segments.

As part of the collaboration, Deutsche Bank will anchor a Wealth and Family Office Forum in Dubai, serving as a flagship platform for high-level investor engagement. In parallel, Dubai Department of Economy and Tourism will facilitate inbound delegations of Deutsche Bank clients to Dubai, offering tailored exposure to the emirate’s investment landscape and connecting prospective investors with relevant ecosystem stakeholders.
