UAE cabinet approves new law regulating public-private sector partnerships

The cabinet also approved the temporary licensing of the first electric cargo aircraft

The UAE cabinet approved the issuance of a federal law, regulating partnerships between the country’s federal authorities and its private sector.

Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, chaired the UAE Cabinet meeting held at Qasr Al Watan in Abu Dhabi.  “During the Cabinet meeting, we approved a new law enhancing partnership between government and private sectors.”

The law aims at organising partnership between both sectors, encouraging the private sector to participate in development and strategic projects and increasing investment in projects of economic and social significance. It also aims to bolster the competitiveness of projects in the local, regional and global markets.

The cabinet also approved the temproary licensing of the first electric cargo aircraft in the region. “In the Council of Ministers, we approved the temporary license for the first cargo plane in the region that operates entirely on clean electric energy and without any emissions..an important step that may contribute to changing the future of the shipping sector and its environmental impacts,” Sheikh Mohammed said on Twitter.

Sheikh Mohammed said that the country’s commercial and development sectors surpassed its pre-pandemic growth. “The number of global indices topped by the UAE rose from 121 to 156 indicators. We ranked among top 10 in 432 global indicators, compared to 314 pre-pandemic.”

“The UAE’s foreign trade exceeded Dhs1tn, compared to Dhs840bn pre-pandemic and this year’s economic growth exceeded 22 per cent,” he added.

The country’s tourism sector recorded a 12 per cent rise in its contribution to the national economy in the first half of 2022. The number of hotel guests establishments increased by 42 per cent to total 12 million, compared to 6.2 per cent before Covid-19 pandemic. The total revenues of the sector exceeded Dhs19bn, during the first half of 2022.

Dubai International (DXB) welcome recorded 27.884 million passengers in the first half of the year, just 1.2 million shy of the airport’s total annual traffic last year.

The UAE cabinet also approved amendments on the Federal Law regarding private health facilities, including gradual administrative and financial penalties on violating medical facilities. Additionally, it approved the issuance of a federal law concerning practice of veterinary medicine profession. Pursuant to the law, practicing this profession requires a licence and a public registry in the Ministry of Climate Change and Environment to register veterinarians and those working in the veterinary paramedical professions in the country.

Also, the cabinet approved several international agreements with several countries including Spain, Indonesia and Jamaica, as well as an agreement with the International Committee of the Red Cross (ICRC).
