Up to SAR100,000 in fines: Saudi authorities tighten rules for Hajj transportation

The Royal Commission for Makkah and the Holy Sites has unveiled draft regulations governing Hajj transportation activities, marking a significant step toward strengthening oversight and operational standards for one of the kingdom’s most critical seasonal sectors.

According to the proposed framework, violations of the regulations could result in a range of penalties. These include fines of no less than SAR150 and up to SAR100,000, disqualification from participating in Hajj operations for a minimum of one season and up to three seasons, or the permanent revocation of operating permits, depending on the severity of the offense, a Saudi Gazette report said.

Under the draft regulations, service providers will not be allowed to operate Hajj transportation services within the designated geographical area without first obtaining an official permit. Permits will be issued by the guiding center responsible for the transportation of pilgrims.

Service providers seeking to participate must submit an application expressing their intent to operate during the Hajj season. The application must include details such as the number of buses available and compliance with the requirements specified by the center, demonstrating full readiness to participate in Hajj transportation services.

Applications will be accepted annually starting on the first of Jumada Al Thani and will remain open for a period of 60 days. All submissions must be made electronically to the entity designated by the center.

Documentation and operational obligations

In addition to submitting applications, service providers are required to furnish all necessary data and documents related to their participation in Hajj transportation. These materials must be submitted no later than Shawwal 15 each year. The center retains the authority to extend this deadline until the end of Shawwal if needed.

The draft regulations also impose strict operational standards during the Hajj season. Service providers must immediately supply an alternative means of transportation if a vehicle breaks down. The replacement must be provided within one hour inside cities and their suburbs, and within two hours outside city limits.

If a provider fails to meet this requirement, the relevant authority will arrange alternative transportation that complies with the center’s approved specifications, with all related costs borne by the service provider.

The regulations further stipulate that service providers must deploy a sufficient number of qualified technicians to maintain buses throughout the Hajj transportation season. This requirement is aimed at ensuring efficient and continuous operations in line with standards set by the center.
