Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, has issued Executive Council Resolution No. (50) of 2024, establishing a unified population registry for the emirate.

The initiative aims to centralise and provide accurate, real-time data on Dubai’s residents, supporting government planning, policy-making, and service improvement.

The new registry will be hosted on the digital platform of the Dubai Data and Statistics Establishment, making it the official source for population data in Dubai.

The platform will not only support ongoing digital transformation efforts but will also enable population forecasting to guide social and economic policies.

“It supports the development of government plans, strategies and policies, and provides regular census results in line with Dubai’s digital transformation goals.

“It helps improve government services and programmes while enabling future population forecasting to guide economic and social policies,” read the announcement by Dubai Media Office.

Additionally, the Dubai Data and Statistics Establishment will manage the registry, coordinating with other government entities to ensure accurate data collection, secure integration with existing records, and regular updates.

The body will also ensure data security in collaboration with the Dubai Cyber Security Centre, while making the platform accessible to people of determination.

The Dubai Electronic Security Centre is tasked with safeguarding the information and communication networks associated with the registry, ensuring the digital platform meets security standards, and auditing the system regularly.

Private and public sector data providers are mandated to supply accurate, regularly updated data to the registry, in line with the Dubai Data Guide. They must also adhere to stringent security protocols and report any breaches to the relevant authorities.

The resolution affirms the protection of personal data as outlined in Law No. (26) of 2015, ensuring residents’ information is securely managed. The Director General of the Dubai Digital Authority will oversee the implementation of the resolution, which took effect upon issuance and will be published in the Official Gazette.
