Construction activity on Palm Jebel Ali is picking up dramatically as developers look to make it the next big luxury location.

This is according to real estate agency fäm Properties in a recent report.

The Palm Jebel Ali project has been revived after years of quiet. Construction began on the project back in 2002 and it was originally planned to be completed by mid-2008.
However, the Global Financial Crisis (GFC) stalled the project and it was subsequently relaunched last year.

The revival comes amid a buoyant property sector in Dubai, in which prices, especially in the residential segment, have been on a tear with the emirate experiencing a 36 per cent increase in sales volumes in 2024, according to data from fäm Properties.

Now, the Palm Jebel Ali, which is 50 percent larger than the Palm Jumeirah, is expected to be another bright spot in the market.

Firas Al Msaddi, CEO of fäm Properties, says the palm-shaped island is set to become the next major destination for luxury real estate, offering more spacious and affordable waterfront properties with lower initial costs and price per square foot.

He says there are five key reasons for this:

  • Palm Jebel Ali villa plots are often double the size of those on Palm Jumeirah – 21,000 sqft vs 10,500 sqft – giving buyers more space and exclusivity.
  • Average price per square foot for built villas are around Dhs3,000 compared to Dhs9,000 on Palm Jumeirah.
  • Prime waterfront plots on Palm Jebel Ali average Dhs2,500 per sqft, compared to Palm Jumeirah’s Dhs8,000 per sqft.
  • Entry prices are approximately 50 per cent lower than Palm Jumeirah for comparable ultra-luxury villas.
  • Palm Jebel Ali offers buyers 3 to 4-year payment plans: a key advantage over Palm Jumeirah where only resale transactions are available with full upfront payment.

Palm Jebel Ali growth potential

“This is the last opportunity to acquire six and seven-bedroom waterfront residences directly from the developer,” Al Msaddi said.

He went further to explain the strategic plans:“Once this phase is complete, these villas will be available only on the secondary market, where resale demand is expected to drive prices significantly higher”.

“Major announcements will further drive investor interest and demand, with an influx of global high-net-worth buyers intensifying competition,” said Al Msaddi.

Experts say this will increase demand for Palm Jebel Ali as it nears completion, driven by its lower entry prices.

Comparison of Dubai’s Palm Islands

The key difference between Palm Jebel Ali and Palm Jumeirah is their scale and stage of development.

Palm Jebel Ali boasts a land area of 147 million square feet and a 110 km coastline, which is double the size of Palm Jumeirah’s 61 million square feet and 78 km shoreline, according to the market analysis by Firas Al Msaddi.

Palm Jumeirah is a well-established and residential leisure hub, accommodating around 25,000 people in luxury homes which includes waterfront villas and apartments, comprehensive retail destinations, leisure attractions, and marinas, creating a vibrant lifestyle destination within Dubai.

Dubai International (DXB) is set to welcome more than 3.6 million guests in total, expected to pass through its terminals during the Eid travel peak.

The peak is anticipated to last from 26 March to 7 April 2025, with the busiest day of the period forecast to be April 5, Saturday, when 309,000 guests are expected at the airport.

Daily traffic is expected to average 276,000 guests, with the sharpest rise projected in the first week of April. Departures during Eid week are also anticipated to increase by 19% compared to the average weekly volumes over the past month. This scenario also reflects a significant seasonal uplift.

Reasons for the surge in passenger numbers

Strong demand is being witnessed in terms of visiting friends and relatives from countries such as India, Pakistan, and the United Kingdom, alongside a notable rise in leisure travel, including increased traffic to Sri Lanka, Turkey, and Italy.

Advice from Dubai Airports

Dubai Airports has urged guests to use the recently introduced DXB Express Maps, a smart wayfinding tool that provides real-time navigation across all terminals. By scanning a QR code displayed on any flight information screen, guests can locate their gate, browse the full range of dining and retail options, or find nearby facilities with ease.

Services provided by the airport

Dubai Airports also offers enhanced services for People of Determination (PoD) through clearly marked accessibility routes, discreet support for guests wearing the Sunflower Lanyard from trained staff wearing Sunflower pins, and a dedicated Assisted Travel Lounge in Terminal 2.

Dubai Airports is taking multiple steps to ensure seamless guest flows across all touch points throughout the holiday period, working in collaboration with airlines, service and commercial partners, and government authorities.

Tesla will start sales in Saudi Arabia next month, the electric carmaker said on its website.

Tesla trades in other Middle Eastern countries, but not in Saudi Arabia, the Gulf region’s largest market.

Trump said this month he would likely make his first trip abroad to Saudi Arabia, after asking the kingdom in January to spend upwards of $1tn in the US economy, over four years, including military purchases.

Tesla’s launch event in Riyadh, scheduled for April 10, will display its EVs and products powered by solar energy.

The launch comes as Tesla has seen EV sales slump in Europe, blamed on Musk’s support for far right politicians, and the brand has been targeted by protesters in the United States over his spearheading of sweeping cuts to the federal government.

In Saudi Arabia, EV sales have been slow, with a 2024 report from consultants PwC putting them at just 1 per cent of all car sales.

A month after the feud with Musk went public, the PIF announced a $1bn-plus investment in Lucid, becoming the majority investor in one of the EV startups looking to challenge Tesla.

The $925bn PIF has also invested in a domestic EV brand that is yet to launch called Ceer.

Yet large gas guzzling vehicles remain the norm on Saudi roads where fuel is cheap and EV charging infrastructure remains a rarity, making traversing its long desert roads almost impossible in an EV.

Warming ties

In one of the first signs of improving relations, Musk appeared alongside Rumayyan and Trump in ringside seats at a UFC mixed-martial arts match in New York in November.

A few weeks earlier, Musk had made a surprise appearance at Riyadh’s Future Investment Initiative summit via video link.

Tesla’s sales in Europe are down 42.6 per cent so far this year, data showed on Tuesday, even as demand for EVs rises.

Activists across the US have staged so-called “Tesla Takedown” demonstrations over Musk’s role leading the Department of Government Efficiency, which has cut thousands of jobs, frozen foreign aid and cancelled thousands of programmes and contracts.

GIG Gulf is now the first insurer in the region to integrate the Orange Card API for instant issuance.

What are the Orange Card and UAE PASS?

Orange Card

The Orange Card is a document that provides insurance coverage for vehicles travelling between Arab countries and members of the Orange Card Agreement, which facilitates vehicle transit across these nations. This agreement was established and endorsed by Arab leaders in 1975 in Tunisia.

The Omani Orange Card Bureau began issuing cards and processing claims in 2008. Since then, the bureau has worked diligently to address any challenges faced by cardholders. It also receives and settles claims related to accidents covered by the card, coordinating with counterpart Arab bureaus and relevant insurance companies.

The Orange Card is a mandatory car insurance certificate for UAE motorists travelling to Oman. It is now available instantly through the MyGIG Car portal, eliminating manual requests and delays. Customers can log in using UAE PASS, further streamlining access to policies and services.

UAE PASS

UAE PASS is the first secure national digital identity for citizens, residents, and visitors in the UAE. It allows users to access many online services across various sectors and provides features such as digital document signing and verification, requesting digital versions of official documents, and applying for services with partners.

UAE PASS App

The UAE PASS app is a smartphone-based digital identity solution that enables individuals to authenticate themselves with service providers across all Emirates. It also allows users to sign documents digitally with high security. The app is available on both iTunes and Google Play.

Cross-border travel between UAE and Oman

Cross-border travel between the UAE and Oman has been increasing, particularly during peak seasons such as Eid and summer road trips to Salalah. A recent survey found that over 50 per cent of UAE residents travel more frequently during Ramadan, further increasing the demand for efficient cross-border travel solutions.

Travellers often forget the requirement for an Orange Card until they are en route or at the border. This makes instant access to this essential document even more critical.

Now, with the UAE PASS login integration, customers can also review renewal details in one click and complete payment in a secure manner.

Tourism surge: Oman witnesses increase in Arab visitors

According to the National Centre for Statistics and Information, Oman saw a substantial increase in the number of visitors last year. The number increased by 1.3 per cent in 2024, totalling 1.95 million visitors.

However, a report in the Muscat Daily said that the UAE tops the list of the six Arab nationalities visiting Oman, with 1.1 million visitors coming to the country. This was followed by Yemen (203,000), Saudi Arabia (109,900), Egypt (74,000), Kuwait (35,200), and Bahrain (33,300).

These numbers of tourists reflect Oman’s position as the preferred destination for tourists from Arab countries.

However, the total number of visitors to Oman up to November 2024 was recorded at 3.5 million, a slight decrease of 1 per cent compared with the same period in 2023.

Speaking to Gulf Business, Paul O’Callaghan, general manager of Harley-Davidson in Abu Dhabi and Dubai, discusses the brand’s evolution in the region, the growing diversity of riders, and the company’s latest initiative, ‘Mid-Life Check’— a health campaign encouraging bikers to prioritise their wellbeing as much as their machines.

From customisation trends to future growth plans, O’Callaghan shares insights into what keeps Harley-Davidson roaring forward. Here are excerpts from the discussion.

Harley-Davidson has a strong community spirit. What fosters this deep sense of camaraderie among riders?

Harley-Davidson riders transcend social classes. The moment someone puts on their helmet and jumps on a bike — whether it’s an old or new Harley — the passion for riding unites them. This shared enthusiasm creates a brotherhood and sisterhood that makes Harley-Davidson more than just a brand; it’s a way of life.

Over generations, this sense of belonging has only grown stronger, binding people together through their love for the open road and social connection.

How does Harley-Davidson ensure a consistent, high-quality customer experience globally?

Dubai is a global hub, attracting expats and tourists, so delivering an exceptional experience is critical. Harley-Davidson is meticulous about maintaining its brand image, enforcing strict guidelines that ensure consistency worldwide. Whether you visit a dealership here or in Germany, the experience remains seamless.

The brand’s essence — freedom and mobility — has remained intact since its origins in a Milwaukee bike shed over 120 years ago. That spirit continues to drive everything we do today.

How would you describe the ‘Harley-Davidson’ personality?

Harley-Davidson is open to everyone. It’s inclusive, welcoming, and transcends boundaries, uniting communities through a shared passion for riding.

How has Harley-Davidson evolved in the region? What trends are shaping customer demographics?

Dubai has transformed significantly over the last 30 years, and we’ve adapted alongside it. The demographic has widened with more international workers and expats embracing the brand. Locals, too, appreciate Harley-Davidson as both a lifestyle symbol and a collector’s item.

Not everyone is a rider — some are enthusiasts or collectors. As our original customers age, we’re continuously engaging younger generations. Female riders have also become a major part of our community, marking a significant shift over the years. Harley-Davidson welcomes everyone, and we’ve evolved to reflect that.

How strong is the Harley-Davidson community here?

Incredibly strong. The Harley Owners Group (H.O.G.) has well-supported chapters in Dubai and Abu Dhabi. The Enigmas Motorcycle Club, who helped launch our latest initiative, Mid-Life Check, are another key part of this vibrant riding culture.

Harley-Davidson recently launched the ‘Mid-Life Check’ programme in collaboration with the Enigmas Motorcycle Club and Dr. Sulaiman Al Habib Medical Group. What inspired this initiative?

It was a natural fit for us. When the idea of ‘Mid-Life Check’ came up, it resonated with our community and values. Our riders are largely in their late 40s and 50s — an age group that often prioritizes maintaining their bikes over their own health.

Prostate cancer is one of the most common cancers worldwide, particularly affecting men over 50. A Lancet Commission study predicts diagnoses could reach 2.9 million by 2040. In the UAE, screening is recommended from age 50, or earlier for those at risk.

The ‘Mid-Life Check’ programme makes screening effortless. We offer a free PSA blood test, integrated into our annual service plan. Every 500-mile check-up includes a complimentary screening at any Dr. Sulaiman Al Habib clinic in the UAE, covered under a two-year service warranty. The biggest challenge isn’t the disease — it’s getting men to screen. By making it routine, we aim to remove that hesitation.

Harley-Davidson is more than a brand; it’s a lifestyle — freedom, adventure, and community. True freedom means taking control of your health, not just the road. This programme offers peace of mind, ensuring riders can enjoy many more miles ahead. A few minutes for a check-up could mean a lifetime of riding.

How has 2024 been for Harley-Davidson in the region, and what are your expectations for 2025?

The year 2024 has been a solid one — revenues and market share are up. But there’s always room for growth. We’re gearing up for an exciting 2025, with new models launching soon. Our upcoming open house will showcase these next-generation bikes.

What is your focus for leading Harley-Davidson forward in the UAE?

My focus is on brand awareness, partnerships, and expanding our customer base. It’s not just about selling bikes; it’s about embedding the brand into everyday life — through riding, fashion, and accessories we are also known for.

We’re exploring new ways to market the non-riding aspects of Harley-Davidson, making it more accessible in Dubai’s lifestyle scene.

Is retail a key part of Harley-Davidson’s business here?

Absolutely. Beyond bike sales, our used service park is crucial. We want to recapture service opportunities, especially during Dubai’s quieter summer months.

Many customers travel, so we offer a service where we upgrade, customise and detail their bikes while they’re away, ensuring they return to a refreshed ride.

How important is customisation for your customers?

Customisation is at the heart of Harley-Davidson. Every bike has the potential to be one-of-a-kind.

Our specialists guide customers through their customisation journey, ensuring modifications suit their style and needs. It’s more than selecting parts from a catalogue — it’s about crafting a personal connection with the bike.

We also work to break down barriers, making our space welcoming, especially for female riders entering what was traditionally seen as a male-dominated arena.

What would you recommend to someone new to Harley-Davidson who wants to start riding?

It depends on their experience. If they’re new to riding, we suggest something light, agile, and affordable to ease them into the brand. If they have riding experience, we tailor recommendations based on their style — be it touring, cruising, or adventure riding.

Which Harley-Davidson models are most popular in the UAE?

Our touring models are a favourite. These big bikes are built for long journeys, equipped with satellite navigation, Bluetooth, large displays, and premium sound systems — perfect for exploring the open road with comfort and style.

What’s your favourite Harley-Davidson model?

The Softail Breakout. It’s been my go-to bike since its launch, and it still is.
