Only Singapore holds a higher position. The ranking reflects what Henley & Partners describes as “the original and most authoritative ranking of all the world’s passports according to the number of destinations their holders can access without a prior visa”.
The UAE’s country profile further highlights its extensive reach, with 187 visa-free destinations and only 39 destinations requiring a visa, underscoring the scale of its international access.

Two decades of rapid ascent
The UAE’s current standing marks one of the most dramatic rises in modern passport rankings.
In 2006, the country was ranked 62nd globally. Over the next two decades, it steadily climbed the index, entering the top 25 by 2018 and breaking into the top 10 by 2024.
Its rise to second place in 2026 reflects sustained diplomatic and economic efforts that have transformed the passport into a strategic national asset.
In fact, the UAE has recorded one of the strongest long-term climbs in the index’s history, gaining dozens of positions over 20 years. The number of destinations accessible to Emirati passport holders has surged significantly since 2006, highlighting a consistent expansion of global reach.

Strategic mobility drives economic value
The strength of the UAE passport is increasingly tied to its role in enabling business, investment, and cross-border collaboration. Emirati citizens now enjoy seamless access to key global markets, including Europe’s Schengen Area, North America, and major Asian economies.
Visa-free entry into Europe’s Schengen zone, in particular, has enhanced opportunities for trade, tourism, and cultural exchange, while reinforcing the UAE’s role as a global hub for commerce and finance.
The Henley Passport Index emphasises that such rankings are rooted in “global access and mobility”, reflecting how ease of travel directly supports economic participation and international engagement.
Diplomacy and policy at the core
Experts attribute the UAE’s rise to a combination of proactive diplomacy, strategic visa agreements, and sustained political stability. Over the past decade, the country has expanded bilateral ties and strengthened its presence across multiple regions.
The index, which evaluates 199 passports across 227 destinations using data from the International Air Transport Association (IATA), describes itself as “an invaluable resource for global citizens and the standard reference tool for government policy in this field”.
This long-term approach has positioned passport strength not merely as a measure of travel freedom, but as a deliberate tool of economic and diplomatic strategy.
A symbol of growing global influence
Beyond convenience, the UAE passport’s strength signals the country’s rising influence on the world stage. Enhanced mobility enables greater participation in global markets, supports international partnerships, and facilitates the movement of talent and capital.
As global mobility continues to shape economic and diplomatic relations, the UAE’s position near the top of the Henley Passport Index underscores its evolution into a key global player.
The country’s trajectory, from a mid-ranking passport two decades ago to one of the world’s most powerful today, stands as a defining example of how strategic policy, diplomacy, and economic ambition can reshape international standing.
