Interview: Hytera’s Kenneth Liang on tech trends driving critical comms and security

The country manager for the advanced comms solutions provider shares how artificial intelligence and other tech tools are being employed extensively in the law enforcement sector

What are the latest global trends in the critical communications market?

The critical communications industry has been undergoing a significant transformation over the past ten years, shifting from analog to digital technology. Broadband solutions, which allow for the transmission of audio and video data, is slated to shape the future of this market. New capabilities like machine learning and voice commands are incorporated into our solutions to increase officers’ performance and working efficiency. The demand for critical communications products is growing, particularly in areas where broadband networks are accessible.

Two of our clients, the Abu Dhabi Police and the Dubai Police, have set up their own broadband networks, which offer enough space to support and facilitate video calls. Furthermore, our broadband radios are also witnessing higher demand in the market, owing to its numerous benefits that includes enabling effective communication between officers. In light of all this and considering the current market scenario, we can certainly assume that such products are likely to experience greater demand from customers across the world.

How is artificial intelligence currently being utilised in the industry?

Artificial intelligence has been employed extensively in the law enforcement sector, assisting in analysing data from emergency calls and more effectively dispatching police resources based on the location, type of incident, and other variables. This makes it easier to employ police resources where they are most required.

Furthermore, the technology also helps in crime data analysis which will enable us to determine the trends and patterns. By directing resources to high-risk areas and identifying suspects, this assists police departments in preventing crime. For instance, artificial intelligence is also used Although there are legitimate worries about privacy and the possibility of bias, AI can be a useful instrument for enhancing public safety and preventing crime when used responsibly.

What are the challenges you face in the industry when it comes to critical communications and security?

Combining various systems and technologies from various vendors is one of the greatest challenges that we face. Customers seek for a single system that can seamlessly link all their security devices and software. Providing an integrated solution that includes everything from terminals and base stations to body-worn cameras and dispatching software, is one of the many ways we address this issue.

Another biggest challenge is upholding security and privacy while using these technologies. It is justifiable for customers to be concerned about the security of their personal data, and therefore, they would like to be guaranteed that the information is used inappropriately and safe from any possible threats. It is our responsibility as a provider of security solutions to make sure that all data is encrypted and safe.

Given the rapid advancements in security technology, how can societies strike a balance between the use of security technology as a tool for protection against crime and the protection of privacy?

Undoubtedly, technology is one of the most effective tools in combating crime and other illegal activities, however, the practice of security monitoring has also received criticism for breaching individual privacy and freedom. Employing security technology as a tool for preventing crime and protecting privacy requires a strategic approach that takes into account variables including the risk of crime, public safety, and the protection of individual privacy rights.

Clearly defined rules and regulations regarding the use of security monitoring footage should be put in place to balance these concerns and this should certainly include limitations on who can access the footage, how long it can be retained, and how the footage could be used. Transparency and accountability are vital in ensuring the proper use of security monitoring footage. Effective mechanisms should be implemented in order to prevent misuse or abuse of the security monitoring footage, in addition to informing the public of when and how the footage is being used. Furthermore, it is also imperative to strike a delicate balance between upholding privacy rights and maintaining public safety.

Educating law enforcement officers regarding privacy issues and on using the footage properly, participating in open forums, discussions, and consultations to gather insights on efficiently using security monitoring footage, assisting in formulating rules that include the public feedback, etc, are necessary in the ethical use of security monitoring.

In March, Hytera participated in the World Police Summit in Dubai. What were some of the solutions you showcased at the event?

The World Police Summit served as a platform to exhibit our wide range of solutions and technologies that help shape the future of policing. With voice, video, and data capabilities, Hytera offers reliable and effective communication solutions and technologies for law enforcement organisations, assisting them in improving public safety and security. During this summit, we highlighted our body cameras and Integrated Device Station (IDS) solution, command and control solution, emergency vehicle solution and other innovative applications focused on key policing and law enforcement sectors. The body camera solution ensures effective and efficient policing as it offers detailed and authentic information, safeguarding justice as well as enhancing public safety.

We recognise the importance of communications for law enforcement organisations in their efforts to improve public safety. Hence, we strive to empower our customers with reliable and innovative communications solutions that meet their requirements whether in daily policing, and in an emergency. Our command-and-control solution enables real-time monitoring of police officers’ whereabouts, allowing for quick and efficient dispatch and task assignment.

Majority of the solutions presented at the summit are amongst the most recent additions to our product portfolio. The fast-deployment LTE solution, which we showcased for the first time in the Middle East through this summit, has been widely adopted and utilised across different parts of the globe. If police officers travel to a location without network connection, we can quickly set up a temporary communications system that can be used for voice and video communications. Our primary objective is to provide police officers with the necessary resources to respond to crises and emergencies with agility and effectiveness.

Our participation in the World Police Summit echoed our commitment to assisting law enforcement agencies and police in their efforts to uphold high levels of public safety. We have been also collaborating with the Abu Dhabi Police and Customs since 2021 to launch two new initiatives. These two departments have been widely utilising our body-worn cameras solution for several law enforcement purposes and activities.
