Dubai’s government is getting a data-powered productivity makeover: Here’s what changes

The Dubai Government Human Resources Department (DGHR) has adopted the Workforce Productivity Measurement System as a unified, government-wide framework, following Executive Council Resolution No. (67) of 2025.
The move marks a significant step in Dubai’s drive to build a more data-driven government, using advanced analytics to improve resource allocation, strengthen policy development and help government entities make more accurate, forward-looking decisions, a Dubai Media Office report said.
Five-year development journey
The system’s adoption follows a development journey that began in 2020 with a pilot involving a limited number of government entities. As the initiative progressed, the Workforce Productivity Measurement Steering Committee was established under Resolution No. (7) of 2023 to help develop the methodology and strengthen government entities’ readiness for implementation.

Following the issuance of the resolution adopting the project as a unified government-wide system, the committee completed its assigned responsibilities and concluded its work.
Implementation of the system has since expanded progressively and now covers 32 government entities. It provides a common framework for measuring workforce productivity while analysing the relationship between human resources, financial resources and government service outputs.
Over the course of the project, the system has also helped build an integrated knowledge base based on the analysis of millions of data points. This has supported the development of a unified methodology for measuring productivity, improving resource allocation, strengthening decision-making and enhancing the quality of government services.
Technology at the centre of decision-making
The system’s development has included the creation of a unified government framework for measuring workforce productivity, supported by analytical tools and digital platforms powered by machine learning and advanced artificial intelligence.
These capabilities allow government entities to regularly monitor productivity indicators and examine the relationship between resources and outputs. The resulting insights can help improve planning, strengthen institutional performance and support more informed decision-making.
Data drives a more agile government
Abdullah Ali Bin Zayed Al Falasi, director general of the Dubai Government Human Resources Department, said: “The adoption of the Workforce Productivity Measurement System across the Government of Dubai represents a strategic milestone in the advancement of government work and reflects Dubai’s vision to build a government driven by data and advanced analytics. It supports the development of policies, enhances performance efficiency, and enables government entities to make more accurate, proactive and impactful decisions.”
Al Falasi added: “The system’s impact extends beyond measuring productivity. It establishes a unified methodology that enhances resource allocation, improves the quality of services and supports sustainable institutional performance, in line with Dubai’s vision to build a more agile, efficient and future-ready government.”

The adoption comes as data and advanced analytics play an increasingly important role in government planning and decision-making. By connecting resources, outputs and outcomes within a unified framework, the system is designed to improve decision-making, enhance performance efficiency and support the optimal use of resources across government entities.
The initiative underscores the Government of Dubai’s focus on using innovative, data-driven solutions to continuously improve government operations, policies and services.
