All Indians travelling to the UAE for work will have to pre-register online on an Indian government recruitment portal from early next year.

The new rule comes into effect from January 1, 2019, according to a notice issued by the Ministry of External Affairs in India.

The regulation applies to Indians not requiring emigration checks who travel for employment to 18 countries.

Those who fail to pre-register on the e-Migrate portal risk being offloaded at the airport, the ministry said.

The move is being introduced as a “measure of extending protection and ensuring Indians’ welfare overseas,” a statement said.

“The said registration of Non-ECR passport holders will be mandatory and required to be completed at least 24 hours prior to the actual departure,” it added.

Apart from the UAE, the ruling will also apply to Saudi Arabia, Bahrain, Kuwait, Oman, Qatar, Afghanistan, Indonesia, Thailand, Malaysia, Iraq, Jordan, Libya, Lebanon, Syria, Yemen, Sudan and South Sudan.

The e-Migrate portal was launched in 2015 to enable Indian citizens with ECR stamps on their passports to get their jobs confirmed. It is mainly aimed at protecting the interests of unskilled and illiterate blue collar workers.
