Soccer’s governing body rejected an appeal by the head of an investigation into the bidding for the 2018 and 2022 World Cups who said a summary of his report was incomplete and contained errors.

Michael Garcia, a former U.S. attorney, led the the probe, which was finished earlier this year. Last month he appealed the summary by German judge Hans-Joachim Eckert, saying it had “numerous materially incomplete and erroneous representations of the facts and conclusions.”

FIFA’s appeal committee, headed by Larry Mussenden, today said that the appeal “is not admissible” because Eckert’s summary wasn’t a final decision.

Garcia’s report and Eckert’s summary allowed FIFA to clear 2018 host Russia and Qatar, the 2022 winning bidder.
