Mohamed Benchaaboun is chairman of the management board of Maroc Telecom, Morocco’s leading telecoms operator. Reuters reported that Maroc Telecom’s supervisory board appointed the former finance minister to the role in February 2025, replacing Abdeslam Ahizoune, who had led the company for 27 years.
His appointment came at a sensitive time for the operator, following a major competition-related fine linked to rival Wana Corporate, known by the Inwi brand. Maroc Telecom’s scale, includes its listings in Casablanca and Paris, its ownership structure, with e& holding 53 per cent and the Moroccan state holding 22 per cent.
Benchaaboun’s early tenure has been marked by digital infrastructure and connectivity priorities. He has been ranked him among the Middle East’s top tech leaders for 2026, noting that Maroc Telecom’s customer base grew 1.8 per cent year-on-year to more than 81 million by September 2025, while nine-month 2025 revenues reached $3bn. The company also launched 5G in Morocco in November 2025 after establishing joint ventures with Inwi, Uni Fiber and Uni Tower, backed by a $486.8m investment to accelerate rollout.
In April, Benchaaboun met European Commission official Henna Virkkunen at GITEX Africa for discussions on digital sovereignty, infrastructure security and Europe-Africa connectivity.
